Andrew Crow

Andrew is a Partner in our Planning & Development team based in the West End. He specialises in providing a wide range of development consultancy advice for both landowners and potential occupiers in the private, public and charities sectors. His development advice covers acquisition and disposal, valuation, compulsory purchase and land assembly, vacant possession, due diligence reporting, rights of light injuries, affordable housing, and economic and financial viability advice in feasibility, finance and funding, and planning contexts. He is also a Registered Valuer, and a member of the Compulsory Purchase Association.

Specific experience
Financial viability & affordable housing – high density complex redevelopment schemes throughout London in relation to land use policy, environmental issues, on and off-site affordable housing, residential mix and various heritage and amenity issues.

Compulsory purchase compensation– land acquisition and business relocation for both acquiring authorities and claimants including large scale town centre regeneration and major infrastructure projects eg 2012 Olympic Games and Legacy; east London line extension; Crossrail; St David’s 2 Cardiff, Thameslink 2000.

Strategic disposal – brownfield land including sale of a former brewery for residential development; surplus educational land for affordable housing; re-provision of almshouse accommodation with sale of surplus land for residential development; valuation and negotiation on behalf of freeholder in relation to user restrictions and change of use proposals from leaseholder.

Valuation – development land and portfolio valuations, including Red Book valuations.

Economic assessments – preparation of consultation documents for Community Infrastructure Levy on behalf of local authorities, preparation of financial obsolescence reports for redevelopment sites.

Other: Rights of light compensation assessments; strategic vacant possession advice for redevelopment on central London Estates; preparation of evidence for public local planning inquiries, The Upper Tribunal (Lands Chamber) and the High Court.
